How we process personal data
Here we explain how we process personal data that we collect on our website and in our online services.
What is personal data?
Personal data is any information that can be directly or indirectly linked to an individual living person. Name, personal ID number and email address are all examples of personal data.
Personal data protection
SPBA is the controller for any personal data we collect and process, including personal data on this website. Personal data is processed on the basis of applicable data protection regulations.
Visitors to the website
The information we receive about visitors is used to maintain statistics on the number of visitors and see which pages people are visiting. These statistics are produced on a monthly basis and kept for a maximum of 14 months.
We protect the information we process and do not pass it on. However, personal data may be disclosed to our contractual partners and IT providers. In these cases, the provider is a personal data processor and processes personal data on behalf of SPBA and according to our instructions in a contract.
Subscriptions and orders
Personal data provided when subscribing to our newsletter and news on our website is only stored for as long as you are a subscriber. We will delete your personal data when you unsubscribe.
Personal data provided when placing orders for publications is stored only as long as is necessary to be able to send the material. Invoice data is stored according to the applicable rules in cases where we levy charges.
The information you provide when filing a complaint is registered with the Swedish Press and Broadcasting Authority (SPBA). SPBA is the data controller for the processing of your personal data, and the data is processed in accordance with applicable data protection legislation.
What data is processed?
We process data relating to your name and address (email address). Any other personal data you provide when submitting your report will also be processed.
If your complaint leads to a review, SPBA will obtain a copy of the programme(s) under review from the broadcaster concerned.
What will the data be used for?
We will use the data to process your report.
Legal grounds for processing
For legal grounds for processing your personal data to be in place when you file your complaint, processing has to be necessary for the fulfilment of SPBA’s task of providing supervision under the Radio and Television Act. Public authorities also have a legal obligation to register documents received.
Who can access the data?
The data is kept in SPBA’s case management system. It can be accessed by the authority’s staff and the members of the Swedish Broadcasting Commission, the special decision-making body. The information on the case is also communicated to the broadcaster to which the report relates. This is because broadcasters are subject to SPBA supervision.
Personal data may be disclosed to our contractual partners and IT providers. In these cases, the supplier is a personal data processor and processes personal data on behalf of SPBA and according to our instructions in a contract.
Some information from the authority’s case management system is searchable via the authority’s website. However, your personal data cannot be accessed via the website.
The information you provide when applying for press subsidies is registered with the Swedish Press and Broadcasting Authority (SPBA). This is applicable regardless of whether you are applying for operational subsidies, distribution subsidies or development subsidies. SPBA is the data controller for the processing of your personal data, and the data is processed in accordance with the provisions regulated by the applicable data protection legislation.
What data is processed?
We process the following personal data.
- Name
- Personal ID number
- Contact details: address, email address, telephone number
- Tasks and hourly pay (in the case of approved development subsidies projects)
- We request a certificate of registration from the Swedish Companies Registration Office showing your personal ID number, name and address.
What will the data be used for?
We will use the data to process your application.
Legal grounds for processing
For legal grounds for processing your personal data to be in place when you apply for press subsidies, processing has to be necessary for the fulfilment of SPBA’s task of examining issues relating to subsidies under the Press Subsidies Ordinance and under the Ordinance on Development Subsidies for Printed General Newspapers. Public authorities also have a legal obligation to register documents received.
Who can access the data?
The data is available to the authority’s staff. The data will also be available to members of the Press Subsidies Committee. Personal data may be disclosed to our contractual partners and IT providers. In these cases, the provider is a personal data processor and processes personal data on behalf of SPBA and according to our instructions in a contract.

The information you provide in connection with your application or report is registered with the Swedish Press and Broadcasting Authority (SPBA), which is the data controller for the processing of personal data. It is processed in accordance with the provisions laid down in the applicable data protection legislation.
What data is processed?
We process the following personal data.
- Name
- Personal ID number
- Contact details: address, email address, telephone number
- We can request a registration certificate from the Swedish Companies Registration Office or the County Administrative Board. We can also obtain certificates from the insolvency register from the Swedish Companies Registration Office, birth certificates from Infotorg and certificates of freedom from trusteeship from the local authority’s trustee.
What will the data be used for?
We will use the data to process your application or registration. The data will also be used by SPBA to monitor compliance with the rules or conditions imposed on the enterprise.
Legal grounds for processing
For legal grounds for processing your personal data to be in place when you submit your application, processing must be necessary for the fulfilment of SPBA’s task of examining licensing issues under the Radio and Television Act, establishing and keeping records in accordance with the authority’s instructions, and making decisions on matters relating to publishing licences under the Fundamental Law on Freedom of Expression. The data is also necessary for the fulfilment of SPBA’s task of providing supervision under the Radio and Television Act and of activities under the Fundamental Law on Freedom of Expression. Public authorities also have a legal obligation to register documents received.
Who can access the data?
The data is available in SPBA’s case management system and SPBA’s register. It is available to the authority’s staff.
In cases where a publisher is registered, SPBA provides information about the registration to the legal entity to which the application or registration relates and to the person who has been registered as a publisher. If there is a change of publisher, both the previous and the new publisher and the legal entity concerned are informed. The legal entity is also informed of other changes by means of a register extract.
Information from the register is also shared with the Swedish Post and Telecom Authority, PTS (with regard to local radio, temporary licences, commercial radio and terrestrial TV), the National Library of Sweden, the Media Ombudsman (with regard to publishing licences) and local radio associations (with regard to decisions relating to local radio). We also share information from the register with the Chancellor of Justice and the police, among others, when these authorities contact us with a request.
Personal data may also be disclosed to our contractual partners and IT providers. In these cases, the provider is a personal data processor and processes personal data on behalf of SPBA and according to our instructions in a contract.
Some information from the authority’s case management system and the authority’s registers is searchable via the authority’s website. If a publishing licence or broadcasting licence is issued to a private person, for example, the name and address of that person are shown. The same applies if a legal person has a c/o address at an individual’s premises. Personal data for the person who has applied to or submitted a report to the authority cannot otherwise be accessed via the website.
Principle of public access to official records
As a public authority, SPBA is subject to the principle of public access to official records. This means that all documents, including personal data, that are not working documents are public documents and may be disclosed to anyone who requests them. In some cases, however, information is subject to confidentiality and is therefore not disclosed.
Right to request information, rectification, erasure and restriction
You have the right receive information on what information SPBA holds about you. You also have the right to request rectification of inaccurate personal data. If we use your data on the basis of consent, you have the right to withdraw your consent or request the disclosure of your personal data in a structured manner (data portability). You also have the right to request that personal data concerning you be erased, or that processing be restricted. If we receive such a request, we will consider it in accordance with applicable law. We do not have the right to erase anything that has to be kept in our archives according to the Archives Act.
